For if that first covenant had been faultless,
then should no place have been sought for the second.

II a) The Old Covenant involved the blood of animals, was written on Tables of Stone and carried out in the earthly Sanctuary.
II b) The New Covenant involves the blood of the Lamb of God, is written on the flesh of your heart, and is carried out in the Heavenly Sanctuary.
* He shows you in the Sanctuary - Become Justified (Outer Court), then pass through Sanctification (Inner Court) to be prepared for your Judgment Day (Most Holy Place).
(Justification)
Neither by the blood of goats and calves,
but by His own blood he entered in once into the holy place, having obtained eternal redemption for us.
For if the blood of bulls and of goats, and the ashes of an heifer sprinkling the unclean, sanctifieth to the purifying of the flesh:
How much more shall the blood of Christ,
who through the eternal Spirit offered Himself
without spot to God....
(Sanctification)
For this is the covenant that I will make .....
I will put my laws into their mind,
and write them in their hearts:
and I will be to them a God, and they shall be to me a people:
....written not with ink but by the Spirit of the living God,
not on tablets of stone
but on tablets of flesh,
that is, of the heart.
(Judgment)
But Christ being come an high priest of good things to come,
by a greater and more perfect tabernacle,
not made with hands....

The earth also is defiled under the inhabitants thereof;

- transgressed the laws,
--changed the ordinance,
--broken the everlasting covenant.
Therefore hath the curse devoured the earth,
therefore the inhabitants of the earth are burned....
Isaiah 24:5,6
When the world implements the Mark of the Beast, they will have broken the everlasting covenant by disconnecting the Outer Court (Justification) from the Inner Court (Sanctification) in their Disobedience to God. In other words, they want Forgiveness via Grace but not the Holiness the requires Obedience.
