For those who believe in theistic evolution (the idea that "evolution" was used by God over billions of years) you should keep in mind when framing the debate about the "WHO" & "WHY" of theistic evolution...because evolution teaches purposelessness, so the "WHY" & "WHO" become irrelevant....
God that made the world and all things therein,
seeing that he is Lord of heaven and earth, dwelleth not in temples made with hands;
Neither is worshipped with men's hands,
as though he needed any thing,
seeing he giveth to all life, and breath, and all things;
Acts 17:24,25
For by him all things were created,
in heaven and on earth, visible and invisible, whether thrones or dominions or rulers or authorities—all things were created through him and for him.
Colossians 1:16 ESV
...everyone who is called by my name,
whom I created for my glory,
whom I formed and made.”
Isaiah 43:7 ESV
