EGYPT (began persecuting God's people in Exodus)
ASSYRIA (persecuted Israel and conquered Egypt)
BABLYLON (conquered Assyria and God's people)
PERSIA (conquered Babylon and persecuted Esther)
GREECE (conquered Persia and persecuted God's people)
The one that "is" in John's day is obvious:
ROME (conquered Greece and persecuted God's people)
The one that was yet to come would be---
PAPAL ROME (Papal persecution that wore the saints)

Hence this Triple 6-6-6 system of the 3, reaching the level of 6---falling short of God's standard symbolized in His number of 7.
It is "of the seven" because the instigator is the "Man of Sin" Papal Rome who was of the 7.
