1: It was France which became the first official Catholic nation post fall of the Roman Empire. It was Clovis who made Catholicism the official religion with the implementation of the Breviary of Alaric as official Law throughout his realm posting a copy in every county. This gave the state the right to be used by the ecclesiastical powers to enforce church policy.
This is why France has always been called the "eldest daughter" of the Church.

2: It was France who later dealt the deadly wound to the beast power in 1798. A French general, under orders of Napoleon, removed the Pope from power by force....what had been happening leading up to that was Catholic nations in the mid 1770's began removing Papal appointments and replacing them with secular clergy. It began in Austria and 1798 was the culmination of the loss of all temporal powers temporarily.
