Ignatius of Antioch (thought to have been martyred sometime around 107 AD) is the first one we have on record as refering to the Christian Church by the word "Catholic".
He also stressed that the local bishop is the focus of unity and is the representative of God on earth.
Clement, Bishop of Rome (known to Catholics as Pope Clement I) used this line of authority to intervene sometime around 100 AD in a dispute in the church at Corinth where they replaced the old men in leadership positions with new, younger men. Already the Bishop of Rome (later known as the Papacy) was gaining power over Christianity with a hierarchy set up in Rome. Clement would go on to use this idea as a case for "Apostolic succession" in his fight with the Gnostics.
"In its native tongue and its ecclesiastical setting the term Nicolaitans means the bishops and prelates of the Church have gained a triumphal victory or conquest over the LAITON, the laity. and also a partaker of the glory that shall be revealed:

Peter's advice was different than

The elders which are among you I exhort, who am also an elder, and a witness of the sufferings of Christ,
