--Paul demonstrates a headship here...God the head of Christ, Christ the head of the man and the man the head of the woman.
Every man praying or prophesying, having his head covered, dishonoureth his head.

For a man indeed ought not to cover his head,
forasmuch as he is the image and glory of God:
but the woman is the glory of the man.

---Paul places the Principle of headship at (and even before) the Creation.
So IT IS NOT CULTURAL.
Judge in yourselves: is it comely that a woman pray unto God uncovered?
Doth not even nature itself teach you,
that, if a man have long hair, it is a shame unto him?
But if a woman have long hair, it is a glory to her:
for her hair is given her for a covering.

2 Views:(both sensible)
1- One View says that the Principle is universal, transcends time and that the application only is cultural. In the culture of his days in worship services women covered their heads. But the headship principle goes beyond head-coverings. So the headship principle is still applicable even if our culture doesn't cover heads in worship services.
2- Another view is that the headship principle is laid out. But Paul also adds that hair length by "nature" to teach that when men come before a Holy Creator God to worship that they look like men --
and women look like women.
---Now, What about that "Angels" comment by Paul?---
For this cause ought the woman
to have power on her head because of the angels.
