Jefferson's Prediction Lays the Groundwork

And I beheld another beast coming up out of the earth;

And he had power to give life unto the image of the beast, 
that the image of the beast should both speak, 
and cause that as many as would not worship the image of the beast should be killed.

Jefferson also stated:
“Our legislators are not sufficiently apprised [1] of the rightful limits of their power, [2] that their true office is to declare and enforce only our natural rights and duties, [3] and to take none of them from us.”
