Emperor Theodosius & the Little Horn

Emperor Theodosius issued an edict in Feb. 380 (Cunctos Populus) ordering all people to follow the Christian faith of the apostles as interpreted by Damasus, Bishop of Rome (Pope). One more step in the slow rise of the Little Horn power.

And out of one of them came forth a little horn,
