God gave us Free Will. And as life continued after Eden, things go along the path of history that we humans carve out here on the space fabric of time. Good things & bad things happen along the way. Although God guides the overall process, He allows chance (within the context of our free will) to play out.
I returned, and saw under the sun,
that the race is not to the swift,
nor the battle to the strong,
neither yet bread to the wise,
nor yet riches to men of understanding,
nor yet favour to men of skill;
but time and chance happeneth to them all.
