Gratian & Rise of the Little Horn

In May-June of 382 A.D. Damasus, Bishop of Rome (Pope) held a council and made a request of Emperor Gratian. As a result Gratian issued a decree granting two things for the Bishop of Rome:
1) Made the "Pope" the master for trying all bishops in the west.
2) Made the "Pope" the one to appeal to for bishops tried by local synods.
Another step in the slow rise of the Little Horn entity.......


And out of one of them came forth a little horn, which waxed exceeding great, toward the south, and toward the east, and toward the pleasant land. And it waxed great, even to the host of heaven; and it cast down some of the host and of the stars to the ground, and stamped upon them.
